ARTICLE I
STREAM TEAMS
Section 1. Cosponsors
Arkansas Stream Teams are co-sponsored by the Arkansas Game and Fish Commission, Arkansas Natural Heritage Commission, Arkansas Department of Parks and Tourism, Arkansas Department of Environmental Quality, Arkansas Division of Volunteerism, Arkansas Soil and Water Conservation Commission, Keep Arkansas Beautiful Commission, USDA Natural Resources Conservation Service, US Forest Service, US Geological Survey, University of Arkansas Cooperative Extension Service, the 4-H RESQ Center, Arkansas Cattleman’s Association, Arkansas Smallmouth Bass Club, Cargill Pork, Arkansas Bass Federation, Arkansas Chapter of the Sierra Club, Arkansas Bass Association, Ozark Society, Arkansas Canoe Club, and Tennessee United Sportsman of America.
Section 2. Goals and Objectives
Education – Stream Teams provide information to increase understanding and appreciation of Arkansas stream systems. Volunteers receive training in water-quality monitoring and stream bank maintenance and restoration techniques.
Advocacy - People with first-hand knowledge of problems, needs and solutions are better equipped to weigh both sides of a stream issue and speak out on behalf of Arkansas rivers and streams. The Stream Team program teaches volunteers how to work for conservation of Arkansas water resources.
Stewardship - The Stream Team program helps landowners and stream users plan and carry out projects by matching them with the appropriate agency or ongoing organizational efforts. Litter control, stream bank stabilization, streamside tree plantings, improvement of fish and wildlife habitat, water-quality monitoring and other special projects are all possible.
Specific Goals – Specifically, the Hellbenders will adopt Dodd Creek on the ASUMH campus. Through mini-grants and fundraising, the Stream Team will help finance the restoration of riparian vegetation and help repair eroded stream banks. Long term objectives include collaborating with the Trout Resource Center to help create and maintain an interpretive nature trail along the banks of Dodd Creek and to continue promoting freshwater biology and water conservation to the larger community.
ARTICLE II
THE STREAM TEAM AT ASUMH
Section 1. Name of the organization: Stream Team 821 shall be known as “The Hellbenders”
Section 2. Composition: Membership in the Hellbenders is open to all enrolled students at Arkansas State University – Mountain Home. There are no membership dues but students shall complete a membership form to be voting members of the organization. Two non-voting advisors shall serve on the Stream Team; at least one advisor must be a full-time faculty member of Arkansas State University – Mountain Home.
Section 3. By-Laws: The Hellbenders shall adopt such by-laws as it considers necessary to function effectively (see Article IV).
Section 4. Meetings and Voting: The Hellbenders shall meet at least once per semester on call of the president except during the summer months. Special meetings may be called by the president or by the Stream Team advisors. A quorum will consist of fifty percent (50%) of the members for voting purposes. Should a quorum not be present for a vote, voting can be done via e-mail or other electronic method should the President so direct.
Section 5. Officers: The officers of The Hellbenders will be elected in April of each year with the term beginning in the subsequent fall semester. Officer positions consist of a president, vice president, secretary-treasurer, and historian.
The president will call and preside over meetings and will notify the Stream Team members and the campus at large of meetings.
The vice president will preside over meetings in the absence of the president.
The secretary-treasurer will keep written records of the proceedings of the Hellbenders, make such minutes available to members following each meeting, and will keep the financial records of the organization; financial transactions (deposits into the Hellbender campus account, requisitions for equipment, etc.) must be completed by the faculty advisor.
The historian’s responsibilities include maintaining a photographic and written history of the activities of the Stream Team.
All officers will serve for a term of one year but may be elected for the same office for a second year. No individual can serve in the same office for more than two successive years.
All voting members of the Hellbenders are eligible to hold any elective office in the Organization except as described above.
ARTICLE III
AMENDMENTS
Amendments to this constitution may be proposed by a majority vote of the Hellbenders in a general meeting. The text of a proposed amendment must be distributed to each member not less than fifteen days before it will be considered. An amendment must be approved by a majority vote of the members of the organization in a general meeting providing a quorum is present.
ARTICLE IV
BY-LAWS
I. Complete current records of membership, indicating voting rights in the Hellbenders will be kept by the secretary-treasurer of the organization.
II. The president will call a special meeting the Hellbenders upon the petition of twenty-five percent (25%) of the voting members.
III. Nomination and Election Procedures
A. Nomination of Officers
1. The president will appoint a committee to present nominations for the offices of vice president- secretary-treasurer, and historian. The nominations committee will present a slate of names for the offices to be filled and the membership will vote on the slate of names. Nominations will also be accepted from the floor at the time of the elections.
2. Secret ballots will be used in elections of officers wherein there is more than one candidate per office. Otherwise, the slate of officers can be passed by majority vote. In the event the slate of officers does not pass, the nominations committee will present another slate of candidates at the next regular meeting.
3. A majority of the votes cast by members present will be necessary to elect an officer.
4. Assignment of proxy must be in writing and recorded with the secretary-treasurer at the beginning of the meeting.
B. Election Procedure
1. The election will be conducted during the month of April each year.
2. Newly elected officers will take office during the first meeting of the Hellbenders in the fall.
C. Filling Vacancies
At the first meeting after a vacancy occurs, nominations for that office will be taken from the floor and successive secret ballots taken until one candidate receives a majority of the votes cast.
When a vacancy occurs within the presidency of the Hellbenders, the vice president will fill the vacancy of president until the next regularly scheduled meeting where an election will be held.
IV. Committees
There are no standing committees, but occasionally temporary committees may be formed to further the work of the Stream Team. The President may appoint members to serve on these committees with committee assignment responsibilities ending at the completion of the committee’s charge. Should committee membership change, the President may appoint Stream Team members to fill committee vacancies.
